The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain bids for the purchase, storage, and delivery of Virginia Department of Transportation (VDOT) approved Traffic Signal Poles, Mast Arms, and associated accessories for the construction of signalized intersections at Waxpool and Ashburn Roads and Moorefield Boulevard and Ryan Road. The County requires the awarded contractor to store the poles and arms from the time of manufacture until the construction site is ready for the installation of the poles and mast arms. Delivery will take place once the construction site contractor contacts the awarded contractor. The County anticipates that after a signal pole is fabricated, it will be stored at the fabricators or distributors site until need for installation. The County reserves the right to have the signal poles and mast arms delivered to a County owned and operated storage area.

Unit prices for storage shall be included on the Pricing Page of the Bid and shall be multiplied times an assumed quantity provided by the County for an extended price. The extended price shall be carried by the County as an Owner’s Allowance in the final Contract Price and will be paid to the Contractor on a “per occurrence” basis, with any remaining allowance(s) being returned to the County upon completion of the project. This allowance shall be added to the lump sum for each location. This will apply to monthly storage fees for each location’s poles and mast arms.

Bidders must have a letter from a VDOT pre-approved supplier indicating that they are an approved distributor of Traffic Signal Poles in order to be eligible for this contract.
