1. I just received a real estate assessment notice – what is this?

This real estate assessment notice is not a tax bill. The assessed value provides the basis for your real estate taxes as required by the Code of Virginia. The real estate assessment represents the estimated fair market value of your property as of January 1.

2. What information is on the assessment notice?

Real estate assessment notices have also been enhanced to provide property owners additional information regarding their real property. Notices will inform property owners the new and immediately prior assessed values of property, and the prior two years’ values, total tax levies, and the percentage year-over-year changes in total taxes levied. Agricultural or Forestal District, Historic District, Permanent Open Space Easement, Land Use Assessment, Tax Relief for the Elderly or Disabled deadline, or Affordable Dwelling Unit. Commercial property owners will also see the deadline for submitting their Income and Expense information to the Office of the Commissioner of the Revenue. Commercial property owners can expect to begin receiving income and expense forms in the mail in April or can obtain the necessary reporting form online.

3. I purchased my house after January 1st and I did not receive a real estate notice, why?

Per state law, real estate assessment notices are sent to the owner on January 1. You can view the property data, including assessed value, at www.loudoun.gov/parceldatabase.

4. Why did I receive a real estate assessment notice for a property I no longer own? Also, I just bought my house and didn’t receive a real estate assessment notice.

The real estate assessment notice was sent to the owner of record as of January 1. As the real estate notice states, Virginia Code requires you to immediately forward the real estate assessment notice to the new owner at the last known address.

5. How do I know if my parcel falls inside an incorporated town or special tax district?

A parcel located inside an incorporated town will indicate so on the property record under the “Billing District” field on the Profile section and will be noted on the Real Estate Assessment Notice.

A parcel located inside a special tax district will indicate so under the “Special Ad Valorem Tax District” and/or “Special Project District” field on the Profile section and will be noted on the Real Estate Assessment Notice.

6. My property is in the Land Use Assessment Program. What has changed this year?

Loudoun adopts use value estimates developed by the State Land Evaluation Advisory Council (SLEAC) for use in administering Loudoun County’s Land Use Assessment Program. For tax year 2021, SLEAC estimates the value of land used for Agricultural/Horticultural & Forestry purposes in the county to decrease from the previous year.
