Short-Term Road Improvements Scheduled on Evergreen Mills Road and Watson Road

In coordination with the Virginia Department of Transportation, construction crews are expected to begin roadway improvements by mid-October on Evergreen Mills Road and Watson Road, with the work lasting over the next 12 months. The corridor road safety audits of Evergreen Mills Road and Watson Road completed by Loudoun County in March 2019 identified short-term improvements to improve roadway safety at locations that have higher risk for potential crashes. 

Throughout the next year, construction crews will begin the following improvements:

  • Signs and pavement markings.
  • Advance-warning flashing beacons.
  • Traffic signal operations and timing improvements.
  • Delineators (above-ground retroreflective devices along the outside roadway edge, to better indicate the edge of the road).
  • Vegetation trimming to improve sight distance.

Construction work will begin during daytime hours. During construction, travelers can anticipate traffic stoppages, lane closures and flagging operations with little advanced notice. Drivers should use extra caution and plan ahead when traveling through this area and follow all directions from the posted signs and road crews. Members of the public will be informed about upcoming construction through the county’s communication channels, including the project page on the Loudoun County website, news alerts and the county’s Facebook and Twitter sites.

Evergreen Mills Road and Watson Road Safety Improvement Work Underway

Installation of pole mounted speed display signs, a short-term safety improvement for both Evergreen Mills Road and Watson Road, will begin in approximately four to six weeks. Temporary lane closures may occur in several locations along Evergreen Mills Road and Watson Road to safely install the devices. 

Several intersection improvement projects on Evergreen Mills Road are also in process, or are scheduled to begin this spring:
  • Next month, work to improve the Shreve Mill Road and Evergreen Mills Road intersection will begin on Shreve Mill Road with the construction a right turn lane onto northbound Evergreen Mills Road. Following completion of the right turn lane, the contractor will begin work on southbound Evergreen Mills Road to construct a left turn lane onto Shreve Mill Road.
  • The safety audit also identified the realignment of Watson Road with Reservoir Road as a safety improvement; the Evergreen Mills Road Realignment project is underway to realign this intersection.
  • A Virginia Department of Transportation (VDOT) intersection improvement project, Woods Road Phase II, is under construction on Evergreen Mills Road. Phase II adds turn lanes at the intersection of Woods Road and Evergreen Mills Road. More information about this project is available on VDOT’s website at

VDOT Woods Road Phase II Project Underway: Turn Lanes on Evergreen Mills Road

Improvements at The Woods Road set for summer 2020 completion
As of July 30, 2019, work has begun on new turn lanes to improve safety and operations at the intersection of Evergreen Mills Road and The Woods Road, according to the Virginia Department of Transportation.
When work is complete, drivers on northbound Evergreen Mills Road will have a new left turn lane to access The Woods Road, while southbound drivers will have a new right turn lane.
Drivers traveling through the intersection can expect one lane of alternating traffic via flagging Mondays through Fridays between 9 a.m. and 3 p.m. each day.

In 2016, improvements were made to pave the gravel portion of The Woods Road, realign the road from just east of Understory Way to Evergreen Mills Road, and relocate the intersection at Evergreen Mills Road about 1,000 feet north to its current location. The road now includes two ten-foot-wide travel lanes and five-foot-wide paved shoulders for cyclists.

The $2.5 million turn lane improvements are being financed with federal, state and Loudoun County funds. The project is scheduled for completion in summer 2020.

Evergreen Mills Road averages up to 9,300 vehicles a day at the intersection, and The Woods Road averages 280 vehicles a day.
