St. Louis Village Plan

The Loudoun County Board of Supervisors has approved a work plan initiating the St. Louis Village Plan, designed to help St. Louis maintain its unique character, support the community’s goals and address a range of issues related to land use, development and quality of life.

The project involves the St. Louis Village Plan Task Force, comprising a mix of residents, property owners, and representatives of Mt. Zion Baptist Church of St. Louis, Banneker Elementary School, the Black History Committee (Friends of Thomas Balch Library), and the Loudoun Historic Village Alliance. The task force is working with county staff to craft the plan. The task force has three subcommittees focusing on water issues, history and heritage and land use and infrastructure.

Task Force Meetings

The task force is conducting regular community meetings to involve village residents and keep you informed of their work, which is expected to extend throughout 2023 and be completed in early 2024. The most recent community meeting was June 26, 2023.

Loudoun County is offering free well water testing to residents of the Village of St. Louis. Residents may choose to test their well water to learn more about the quality of their water. The test examines 14 water quality parameters: iron, manganese, nitrate, lead, arsenic, fluoride, sulfate, pH, total dissolved solids, hardness, sodium, copper, total coliform bacteria and E. coli bacteria.

Register for a Free Water Test

  • It’s up to residents to choose to participate in the free well water testing.
  • Any St. Louis resident who is interested in receiving a free well water test may sign up by calling 703-771-5838.

Pick up Water Testing Kit on October 4, 2023

  • St. Louis residents who come to the October 4 well water testing meeting will receive a free water testing kit from Virginia Cooperative Extension – Loudoun.
  • The meeting is scheduled for Wednesday, October 4, 2023, 6:00 p.m. – 7:00 p.m. at Mt. Zion Baptist Church of St. Louis (35286 Snake Hill Road).
  • In addition to receiving a water testing kit, you will be shown how and when to correctly collect your water sample and have any of your questions answered.

Drop Off Water Samples October 18, 2023

  • Residents who picked up their free well water testing kits on October 4 must drop off their water samples on Wednesday October 18, 2023, between 7:30 a.m. and 10:30 a.m.
  • The drop off location is Mt. Zion Baptist Church parking lot.
  • Unfortunately, there is no make-up date for anyone who fails to drop off water samples on October 18 between 7:30 a.m. and 10:30 a.m.
  • The test results are confidential. Test results will be sent directly to residents along with an explanation of what the results mean and information about addressing any problems. County staff can help you interpret the results upon request.

Why get tested?

  • Residents may choose to test their well water to learn more about the quality of their water. The results may help residents identify any concerns.
  • In addition, the results of this well water testing could provide useful information for residents as they consider future options for improving water quality in the village.
