The Community Planning Division of the Department of Planning and Zoning is working on a number of Comprehensive Plan Amendments (CPAMs) to the Loudoun County 2019 Comprehensive Plan.

Airport Impact Overlay District Update


CPAM-2021-0001 This CPAM would amend the Airport Impact Overlay District to reflect the results of the 2019 Dulles Noise Contour Update Report. The update would potentially include amending associated content and policy statements.  The CPAM was considered at the Planning Commission's June 28, 2022, public hearing and forwarded to the September 8, 2022, Planning Commission work session. Learn more on the project webpage.

Countywide Transportation Plan Amendment - Route 15

CPAM-2021-0002 This CPAM would revise the planned ultimate condition of Route 15 North of Montresor to the Maryland state line. This amendment would potentially modify associated content and policy statements in the 2019 Comprehensive Plan. The Board of Supervisors approved the CPAM related to safety and operational improvements to U.S. Route 15 north of Leesburg at its July 5, 2022, meeting. Learn more on the project webpage.

Red Hill Community

CPAM-2020-0002 To consider bringing the portion of the Rural Policy Area located East of Greene Mill Preserve into the Transition Policy Area including consideration of any planning document revisions that may be necessary to implement this potential policy area change.  This CPAM was initiated by the Board of Supervisors on December 1, 2020Read a summary of the Board 's action (PDF) The Board approved the project work plan at its May 17, 2022, meeting. A virtual public meeting was held July 6, 2022. The Planning Commission received a briefing on CPAM-2020-0002 (PDF) at the July 14, 2022, work session. An in-person public meeting is scheduled for September 28, 2022.
St. Louis Village Plan CPAM-2022-0001 To develop a Village Plan for the Rural Historic Village of Saint Louis and, if necessary, other appropriate policy changes to help realize the Village Area Plan, and to develop related regulatory changes, such as Zoning Ordinance Amendments and/or Zoning Map Amendments, to implement the vision of the Village Plan. This CPAM was initiated by the Board of Supervisors on January 18, 2022. Read the staff report prepared for the January 18 meeting (PDF).
