Adult Detention Center
- Tablet video visitation continues for friends and loved ones. All inmates have access to these tablets.
Animal Services
- Call for Dispatch: call hours are 8:00 a.m. to 6:00 p.m. Monday through Friday, and 8:30 a.m. to 5:00 p.m. Saturday and Sunday. Report a concern online.
- Adoption hours are by appointment only. All adoptions now require an appointment. Read details on the process.
Building and Development
- Call 703-777-0220, email the department or use Loudoun Express Request.
- All of the department’s services are provided during normal operating hours, Monday - Friday, 8:30 a.m. - 5:00 p.m.
- Most inspections inside occupied residential structures, including leased residential properties, will be completed without entering the structure and by using video-telephony, video or photographs which show that work is code compliant. Learn more about the process.
- Schedule building code inspections by using the Web Automated Inspection Request System (WAIRS).
- Submit select completed permit applications by email.

Child Protective Services
- If a child is in immediate danger, call or text 9-1-1.
- To report suspected child abuse / neglect: call 703-771-KIDS (5437), Monday through Friday, 8:30 a.m. to 5:00 p.m.
- After hours or on the weekend, call the Virginia State Child Protective Services (CPS) Hotline at 800-552-7096 or call the Sheriff’s Office at 703-777-0445 and ask to have the on-call CPS worker paged.
Commonwealth’s Attorney
- Call the Commonwealth’s Attorney’s office at 703-777-0242.
- Call the Victim Witness program at 703-777-0417.

County Attorney
- Staff are available by phone 703-777-0307 or email the office, Monday through Friday 8:30 a.m. - 5:00 p.m.
- A designated drop-off area for documents is located in the first floor lobby of the Government Center.
Clerk of the Circuit Court
- Drop boxes for legal papers related to deed recordings, civil court cases, criminal court cases and other legal matters are available in the hall outside the Clerk’s Office from 8:00 a.m. to 4:00 p.m. each business day.
- Marriage licenses and notary public commissions are by appointment only. Schedule your appointment.
- First-time concealed handgun permit applications are by appointment only. Schedule your appointment.
- Concealed handgun permit renewal applications do not require an in-person visit. Place application in the drop box or mail to: Clerk of Circuit Court, Attn: Civil Division, P.O. Box 550, Leesburg, Virginia 20178.

Elections and Voter Registration
- Curbside absentee voting is available. Signs will direct voters to contact election officials upon arrival. Learn more about voting.
- For in-person voter registration, applications will be available in the lobby and can be completed on site and dropped off. Voters are not permitted into the office.

Loudoun Workforce Resource Center
- Resume critiques and coaching sessions are offered online and by phone at 703-777-0150.
- Eligibility determination for the Workforce Innovation and Opportunity Act program are offered online and by phone at 703-777-0150. WIOA helps eligible job seekers access employment, education, training, and support services.

Fire and Rescue Services
- Loudoun County Fire Marshal’s Office inspection activities may be re-scheduled or postponed. Call 703-737-8600 or learn more online.

Health Department

Housing
- Loudoun County Housing staff are currently working remotely and will continue to provide customer assistance. For general assistance, email the housing office.
- The Affordable Dwelling Unit (ADU) Purchase and Rental Programs are still accepting applications online. Applicants are strongly encouraged to mail-in documentation. Contact the ADU team at 703-737-8043, Monday-Friday, 8:30 a.m. - 5:00 p.m.
- ADU staff are conducting virtual intake sessions instead of in-person sessions. If you have been scheduled for an intake sessions, directions on how to virtually participate will be emailed to you in advance of the intake session.
- The Housing Choice Voucher (HCV) program will conduct HQS inspections for vacant new move-ins and for any complaint inspections that meet HUD’s definition of life-threatening conditions. All other inspections have been postponed until further notice. Current voucher holders should contact their assigned HCV counselor to schedule an inspection.
- If a Housing Choice Voucher (HCV) participant family experiences any income change, contact your assigned HCV counselor.

Medical and Financial Benefits (SNAP, Medicaid, and More)

Mental Health, Substance Abuse and Developmental Services (MHSADS)
- Same Day Access is now being offered via tele-health. Call 703-771-5155 Monday-Friday, from 9:00 a.m. to 2:00 p.m. to begin the process.
- If you are experiencing a behavioral health crisis, Emergency Services are available 24 hours daily, seven days per week at 703-777-0320.

Older Adults
Adult Protective Services
- To report suspected abuse, neglect, and exploitation of an adult who is 60 years or older, or 18 or older and incapacitated: call 703-777-0437 or 888-832-3858 24 hours a day, 7 days a week.
Area Agency on Aging
- To receive assistance from a case manager or an aging program specialist, email us or call 703-777-0257.

Real Estate Assessment, Tax Relief and Vehicle Assessments

Sheriff’s Office
- Most services remain available by phone at 703-777-0629 or by email.
- Get copies of accident reports and offense report summaries by email.
- You can submit online crime reportsor report by phone by calling 703-777-1021. This can be done in lieu of a deputy responding to your location for the following incidents:

- Occurred within Loudoun County
- Not a motor vehicle crash or hit-and-run
