The Federal Transit Administration requires transit providers that operate 50 or more fixed-route vehicles in peak service and that are located in an urbanized area with a population of 200,000 or more to prepare service and fare equity analyses. Loudoun County Transit has developed procedures to evaluate, prior to implementation, any and all service changes that exceed its major service change threshold, as well as all fare changes, to determine whether planned changes will have a disparate impact on the basis of race, color, or national origin, or whether low-income populations will bear a disproportionate burden of those changes.

Loudoun County, Virginia operates its transit programs and transit services so that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance, including the denial of meaningful access for limited English proficient (LEP) persons, in accordance with Title VI of the Civil Rights Act.

To file a complaint concerning your rights under Title VI, please complete the Loudoun County Transit Title VI Complaint Form (PDF) in English or en Español (formulario de queja de Título VI (PDF)) and include the following information: 

  • Address
  • Contact information (telephone number, email address, etc.)
  • Full name
  • How, when, where, and why you believe you were discriminated against
  • Location, names, and contact information of any witnesses
