Title VI Program Overview

Loudoun County Transit follows Title VI guidelines issued by the Federal Transit Administration for managing its public transportation program and transit services.  The Federal Transit Administration operates within the U.S. Department of Transportation.  Title VI is a federal statute based on the Civil Rights Act of 1964. Title VI provides that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance. Additionally, the Federal Transit Administration includes considerations in the Title VI Program for low-income households and persons who have a limited ability to read, write, speak or understand English.   

Program Objectives

Loudoun County Transit’s Title VI Program provides transit policies for public participation and information sharing; evaluations of service and fare changes; and system-wide service standards for bus operations.The objectives of the program are to:

  • Ensure that the level and quality of public transportation service is provided in a nondiscriminatory manner.
  • Promote full and fair participation in public transportation decision-making without regard to race, color, or national origin.
  • Ensure meaningful access to transit-related programs and activities by persons with limited English proficiency.

The current 2020 to 2023 Title VI Program (PDF) was approved by the Loudoun County Board of Supervisors on December 3, 2019. The program is reviewed and updated every three years to address adjustments in demographics and survey data from the service area and report the results of performance monitoring.
