COVID-19 Service Adjustments 
(updated March 23, 2020)

Effective March 24, 2020, the department’s lobby at 1 Harrison St., Leesburg, will be closed to the public. 

  • The Customer Service Center will be available by phone (703-777-0246, option 5), LEx, or email, 8:30 a.m. - 5:00 pm, Monday through Friday.
  • The main Planning and Zoning email (dpz@loudoun.gov) is continuously monitored. Customers will receive a response to email inquiries. 
  • A designated drop-off area is located outside the Planning and Zoning’s lobby doors on the third floor of the Government Center for:
  • Plans and application submissions
  • Deliveries from FedEx, UPS, and couriers
  • Referrals from Building and Development

Potential Delays in Legislative Land Development Application Reviews

  • Some business meetings and public hearings will be cancelled or postponed. We are making every effort to minimize impacts; however, cancellations could delay the Board taking final action. Check the County calendar for dates and cancellations.

Electronic Submissions Encouraged

  • Applicants are encouraged to email legislative applications. We are waiving the requirement that a complete application includes paper copies. 
  • Mail the original signed LDA and the application fee check (payable to “County of Loudoun”) to:

No In-Person Pre-Application Conferences

  • In-person PRAP meetings are not being offered. Instead, they’ll take place by teleconference or GoToMeeting.
  • Request a virtual PRAP.

  • Manages land development applications for rezonings and special exceptions
  • Administers and enforces zoning ordinances
  • Assists property owners in the management of historic, archaeological and agricultural/forestal resources
  • Prepares reports and studies to guide the development of policies and plans regarding land use
